Okay, so, Harugin was originaly supposed to be a Vizard, but I decided to make him a captain instead. But, since I already have all his Visored stuff made up and not being used, I wanted to do a thing where he acquires hollow powers in a way similar to his original history when I first made him. Because rping this would be too difficult, I'd like to write a short story about it instead. Now, I know that acquiring Hollow powers is a taboo in Soul society and normally Visored captains wouldn't be allowed, I've thought of some stuff and a way for him to be an exception to the rule as well as some other stuff.
For instance, The Original central 46 who made the ruling to kill the Visoreds is all dead, so the new Central 46 could make a diffrent ruling.
Yamamoto sees Ichigo as an ally even though the entire of soul society is aware of his hollow powers, and Yamamoto has even seen his hollow powers in action once (although this was in a filler arc)
Despite having been blamed for the Visored incident, Urahara is now fully an ally of Soul society as well.
So, as far as why He would be allowed to be a Captain still, this is what I figured would happen.
Tsukino, head of the Himura clan, future in law of Harugin, and old friend of Yamamoto, would help him gain complete control of his new acquired hollow powers. She would them present him to Yamamoto who would test him control by having him fight against himself, after Harugin shows he can indeed control his hollow powers, he would be presented to Central 46 along with Tsukino and Yamamoto who would vouch for him. Yamamoto would then tell them that if Harugin goes out of control, then Yamamoto would kill Harugin himself and Harugin would agree to it, thus Centrel 46 would allow him to keep his captains ranks.
So, what do you all think?
